創造公平的機會 關於承認海外資歷的建議書 2007 由於加拿大未能承認就業市場中具備專業資格的技術熟練移民的海外資歷,本國經濟及移民均受到損害;勞動人口不足的情況因而惡化,移民未能發揮才能,不能賺取更理想的收入,他們的子女因而處於貧窮水平,並且增加社會服務的壓力。 加拿大政府必須坐言起行,承認海外資歷,並出資設立一個海外資歷認證機構,落實競選的承諾。一直以來,空談已經太多,只有不兌現的承諾;現在是切實行動的時候。 此機構應該歸屬人力資源與技能發展部(HRSDC),將負責下列工作: 1. a) 設立一個資料庫,包羅加拿大的學校、專業團體、發牌機關、資歷評核機構可以向聯邦政府核實資料的各家團體組織及機構; b) 聯絡並協調公民與移民部及各省認證機關,發布資料,促進認證工作;此機構應該進駐全國各地的聯邦政府代辦署(Service Canada Offices)。 2. 創立一個入門網站,讓移民及有潛力移民加國的人士從這個一站式入門網站獲得以下資料:
